The government is fronting up to Human Rights challenges with full confidence because it does not have a guilty conscience, Mass Media and Information Minister Keheliya Rambukwella said. Addressing the Cabinet press briefing at the ministry auditorium yesterday, the minister said the government is content with the achievements it has made so far, adding that it is ready to meet all challenges coming its way in the post war scenario. He said the government exerted its full strength to rebuild the country after the 30 year war. The minister said Plantation Industries Minister and President’s Special Envoy on Human Rights Mahinda Samarasinghe would lead the Sri Lankan delegation to United Nations Human Rights Commission (UNHRC) session in Geneva in March. He said the delegation also includes a team from the External Affairs Ministry. Rambukwella said the government is ready to face any challenge since it has not worked to hidden agendas. He said the government is aware that such challenges would be directed at the country even in the coming years. The minister said over 50 percent of the recommendations by the Lessons Learnt and Reconciliation Commission (LLRC) appointed by the President with genuine intentions have already been implemented successfully. He said short term and mid term recommendations of the LLRC have been put into action, adding that more time is needed to make the required changes to provide for the implementation of long term recommendations. The minister said nobody should expect the government to complete the entire process overnight. He said LTTE remnants and sections of the diaspora supporting LTTE terrorism are capable of exaggerating any issue to harm the image of the country. He observed the international network of the LTTE is still active with its illegal activities such as money laundering, drug trafficking and contract murders around the world. He observed certain politicians around the world have also fallen prey to their propaganda.

The three member US government delegation in Sri Lanka observed that they have seen progress in many areas in the country on its path to reconciliation and establishment of durable peace with the implementation of the Lessons Learnt and Reconciliation Commission (LLRC) recommendations and National Action Plan. They stated that they observed progress in areas such as de-mining, infrastructure development, rehabilitation, release of former LTTE combatants etc, but, would like to see the implementation of more LLRC recommendations and the National Action Plan. Deputy Assistant Secretary of State James Moore, Deputy Assistant Secretary of Defense Vikram Singh and Deputy Assistant Secretary of State Jane Zimmerman who arrived in the country on Saturday made these observations yesterday at the Tri-DAS Press Conference at the American Centre, Embassy of the United States of America in Sri Lanka. They said after 30 years of conflict, Sri Lanka is on a journey of building durable peace. They said they went to Jaffna and saw progress as peace helps increase investment, spurs development,helps build infrastructure, and freedom of movement etc. One sees the baseline required to achieve sustainable peace. Every Sri Lankan should have a sense of justice and belonging. James R Moore during his opening statement said they visited Colombo and Jaffna and had a meeting with Sri Lankan Government representatives, Defence and Urban Development Ministry Secretary Gotabhaya Rajapaksa, military commanders, political party representatives etc.

Sri Lanka briefed India about the progress it has achieved in the areas of post-war reconciliation and the implementation of the recommendations of the Lessons Learnt and Reconciliation Commission(LLRC) report during the eighth meeting of the India-Sri Lanka Joint Commission, which was held in Delihi last week, External Affairs Ministry Secretary Karunathilaka Amunugama yesterday said returning to Colombo after the meeting. He said Sri Lanka-India Joint Commission will be the apex body to discuss or review matters between the two countries and India has agreed to find collective solutions to various matters, be it political, educational, economic or otherwise during the Joint Commission meeting. ‘Indian Prime Minister Manmohan Singh and External Affairs Minister Shri Salman Khurshid have expressed satisfaction -- and solidarity with Sri Lanka, - Amunugama said. External Affairs Ministers of Sri Lanka and India,Prof G L Peiris and Shri Salman Khurshid, who co-chaired the meeting discussed at length the entire spectrum of bilateral relations between the two countries. “Both sides agreed to meet regularly with a view to enhance tourism, people-people relations, co-operation in fisheries, agriculture, health, education, power, technology sharing , economic and trade co-operation among other things,” he said. The Joint Commission took note to work for the finalization of a memorandum of understanding for cooperation on the “Ten Year Presidential Initiative to Steer Sri Lanka towards a Trilingual Society by 2020”. Asked if India had raised any concerns about the 13th amendment, Amunugama said, “ the state officials of India did not raise any concerns about the 13th amendment, but Indian media did.” At a press conference held after the Joint Commission meeting, External Affairs Minister Prof G L Peiris explained to them that the 13th Amendment is already law in Sri Lanka and that the government is a coalition government and there are various views expressed by various coalition parties about the Amendment.
